Safety before assessment
Assume downed lines are live. Watch for weakened trees and limbs, and do not enter a structure with visible roof or wall damage until it has been evaluated. Standing floodwater may be electrified or contaminated.
Secure the envelope first
Emergency tarping and board-up stop the next rain band from doubling the loss, and both are normally covered as mitigation. This is the single highest-value action in the first 24 hours.
Separate wind from flood
Wind-driven rain entering through a storm-created opening is generally a homeowners claim. Rising water is a flood claim. Documenting which happened, and where, determines which policy responds.
